Energy Efficiency  

The Yerevan Energy Efficiency project is implemented by the European Investment Bank (EIB) and aimed at addressing the refurbishment of public buildings (kindergartens) and utilization of renewable energy sources as applicable. The project foresees a mix of deep renovations (comprehensive EE retrofits and refurbishment of building envelope) as well as soft measures (internal lighting and energy infrastructure, heating, cooling and ventilation systems, and on-site utilization of renewable energy sources). This €15 million investment is financed by an EIB loan of €7 million, E5P grant of € 5 million, technical assistance grant of €1 million from the Green Climate Fund (GCF) via UNDP and Yerevan Municipality’s own funds of €2 million. Additional technical assistance grants came from the EU community aid programs (€250 000), Eastern Partnership Technical Assistance Trust Fund grants (€250 000) and the EIB internal resources (€50 000).

The Project Loan Agreement was signed on 1December, 2017, and the Grant Agreement on 8June, 2018.

Within the framework of the program, it is envisaged to increase energy efficiency in public buildings subordinated to the municipality, in particular in kindergartens, as a result of which the financial costs of energy maintenance of public buildings, as well as CO2 emissions will be reduced.

29 kindergartens were selected in the first stage, for which a seismic-energy efficiency audit was carried out. Based on the results of seismic energy efficiency audits, UNDP selected design companies. 15 kindergartens were selected from the mentioned kindergartens for renovations.

The above-mentioned 15 kindergartens are: N 36, 49, 22, 23, 71, 74, 47, 48, 135, 138, 109, 110, 81, 161 and 156.

Based on the design and estimation documents submitted by the design companies, two tenders were announced, as a result of which four contracts were signed for the renovation of 8 kindergartens. The mentioned 8 kindergartens are: N 36, 49, 22, 23, 71, 74, 47 and 48.

The contract for the renovation of kindergartens N 36 and N49 was signed on 25 September, 2020, and the contracts for kindergartens N 47, 48, 22, 23, 71 and 74 were signed in April 2021.

On 1 May, 2021, a tender was announced for the construction of seven kindergartens. The opening of the above bids took place on 11June, 2021. According to the results of the tender, the following kindergartens No. 135, 138, 109, 110, 81 and 16 are going to be constructed.

Complete reconstruction of Kindergarten No. 36 began in the fall of 2020. Seismic strengthening of the kindergarten building was carried out within the framework of the construction works, the walls of the building were insulated, solar panels, solar water heaters, clean air supply equipment were installed, the building was completely renovated. The construction works are completed, the kindergarten building is ready for operation.
